How does real-life player scouting work for the game?

I've been a loyal FM addict since 2010 but ive never fully understood this aspect of the game. How powerful or wide-reaching exactly is the game's scouting system? Not talking about scouts in fm here but rather scouts hired by the game to watch players. How reputed, accurate and reliable is this scouting system? Any article links on how it works and what regions are covered would be much appreciated!
