How long before the boards decides to improve youth facilities?

I had a pretty good first season with my club and I've decided to plan ahead. Therefor I asked the board if they would be willing to improve the youth facilities. Now, that was in November and I'm now in May, still no word from them. Does anyone know how long I might have to wait?

For me once they say they agree to my request it happens in a few days, but that is in the lower leagues.

One season usually. If you look into the boardroom it should say youth facilities and a bar for planning. Once planning is complete it only takes a few months to improve.
