How long i have to wait to get a work permit for one of my player?

I am playing with chelsea and i signed Montero from seattle USA. but after i signed him i didn't get work permit to play for him. now i can't use him as my player. is there any way to re-applay for work permit or how long i have to wait to get work permit for him.

Keep offering him a new contract, or send him out on loan to a Belgian feeder club (if you have one).
