How to add files to Steam Workshop?

Cant seem to see how to add files to Steam workshop, I have accepted the Workshop agreement, but see no buttons to upload items?

FM tab > downloads > the tab on the top right is the steam workshop tab, although the tab is blank for me, and it takes a long time to connect, and then it bugs out when you publish anything. Rubbish.
