How to add or change country flag ?!

I was wondering if there's any possibility of adding a country with few teams in it or changing any country flag also oO) ?

Just use logopacks? They change the flags for countries. If that's what you mean.

for example Kosovo is not on the game, is it possible to add Kosovo on the game or can i replace any country flag with Kosovo's flag

If you want the English flag as the flag of Kosovo (for example), you should change that in the config file. The config file is in the logopack (if you have one.) But most of the time the logopacks change the standard flags for the logos of the national football union of that country.
