How to apply for job?

It is said that I'm world class talented manager, I've gone with Udinese to Champions League semis, won Serie A etc. and now it is summer and USA, Holland, Colombia lost their managers because of bad results and now, when I try to apply for job, there is no button !!! I even tried to apply to Cayman Islands, but I can't find where it is.
Earlier, on other saves, there was 'apply for job' button on the main national team's page, but I can't find now...
On this save, I also tried to apply on first two seasons, but always got rejected, but the button was there!!!

you haven't got a big enough database to take control of these teams.

to prove me right, go on add manager and see if these countries appear under nations

I don't think so... Yes, with 'add manager' it says, that I still can't, but I've loaded Eredivisie and I'm on medium database, so why Holland team isn't available?
