How to buy Garra Dembele?

I'm in my first season with Celtic and I'm trying to buy Garra Dembele from Levski Sofia. I scouted him and the report came back saying he had no intention of joining. I had a bid accepted but when it comes to offering him a contract I have the same problem as his agent says he doesn't want to enter into negotiations with me. I've tried talking to the media but that doesn't work. Any ideas???
