How to change the staff in national team to scout players across the country?

I am managing the England squad and the default staff to scout the players is Massimo Neri (Coach), but I would like to change the role to my assistant manager who has a better judging player ability stat. Is there a way to do this?

Offer him a new contract as a coach.
