How to create Nation and Club Continental rules

For some reason I am only able to create Nations rules but then cant create club continental rules. The same thing happens if I create club continental rules, I then cant create Nation rules. Can anybody help me or is it supposed to be this way? please and thank you

you need to create nation rules and club con rules separate. one by one

You just make two different databases, that's all. It's supposed to be that way. You can, however, merge your current database with a previously created .dbc file. That means you don't have to make the same changes twice.

how do I do that? After I create Nation rules it doesnt show an option to create club con rules
