How to create U18 and Reserve Squads

Okay, is there anyway, I have already started this game, to get a reserve squad or an under 18 side?

If so, how?

i think he is talking about his team got no under 18 and reserve..u need to upgrade your youth training in order to have under 18 squad

EDIT: I can't. I went to the Board Room and it isn't an option because they're already the best...
