How to download a tactic?

I see threads of tactics with files and people downloading them all the time, yet I don't now hot to open it. How do I do it?
 
Clearly something has to be wrong with your browser then, because all you do is simply click on the link.

People use different websites to upload their stuff. Be it mediafire, zippyshare etc. but in the end it's all the same "click this to download".

Unomsayin'?
 
I didn't know how to express myself, what I meant was "how to put the tactic into the game?"
