How to download fm tactics to my fm account?

I have been playing fm for a wile now and i still dont now how to download the tactics which people put up please tell me how to get them to my fm account.

Save them to your desktop then open the fm09 file/tactics,then drag your downloaded tactics over to there.

Are you saying that you do not know were on your computer the file is placed after downloading it? Firfox or IE?
