when i was in league 2 with portsmouth the board suggested shutting down the u21 and u18 setup to save costs, so I did, now im in the champ I would like them back but I cant find anywhere in the game the re-enable them, Ive asked the board to upgrade youth facilites but I cant hire a u18s manager or u21s manager still, Im a bit stuck on what to do
