How to find good players?

Hello I would like to know how you guys go about finding good players and how I should with Tottenham Hotspur in my first season (LFC Marshall's update). I do not want to use Genie Scout or download shortlists because i consider them to be cheating. I use the best scouts with high determination, motivated, JPA and JPP.

scout as much as possible
and check what ur scouts have found every 3 months or so
thats how i do it and i kinda add a mathematic thing too , the scout tells u now what the best role for a player is and then i calculate hte average attribute of that role, if hes better then my current player will probably sign him
also if u got a good player in ur team and what someone like him open his profile and click on scout-create player search filter
but probably the easiest way is to add leagues and see the regens (adult ones not youngsters) that are created on the day the league is loaded
