Sort the players by value, and have a look at the most expensive 2-3 regens in that team. They're the best regens that club has got.
IF you're feeling lazy, do this just for the top clubs and famous youth academies. However if you're really keen (like me) you will go through all the teams. Often times you find absolute gems in 2nd division or even 3rd division sides at are available for something like a paltry 90k tribunal fee.
I usually suplement this with having my scout (who has complete knowledge of the country in question, and really good Judging Potential) to scout that country with the following requirements: No older than 19, Potential at least 3.5 stars. They usually will generate a report within a day, and will give you a overview of all the top regens at the top clubs.
