I'm quite a noob so I don't know if it is obvious, but I've seen some questions related to getting good staff so I guess it'll help some people, for scouts the best thing is to go around big european clubs (obviously it works for big teams only) but for the rest go to the nations staff, they got plenty of continental reputated staff you can pick some good guys there. Hope it helps.
