Go through the squad and sell the players with the highest wages unless you really need them. This will free up funds and allow you to sign them.

If you're playing FM2010, this should be in the FM2010 section, not the FM2011.

Anyway, to get those players you must sell others to free up transfer funds and wages. However, it will be difficult as they are top class players and will demand a high transfer fee and high wages.
