To answer the title, put him in a proper tactic. I'll rather not comment on the tactics themselves, but they do all feature more than one playmaker and/or a TM. All of that takes away the focus on Ozil. The only reason the others are doing well is because they're good dribblers and their PPMS support that.

In the deep 4-2-3-1, what are you expecting him to do? He's supposed to break forward from there (in a proper tactic) but you have him in an AP/A role, which won't let him. The playmaker role already will be deeper than you'd expect (since it is supposed to start deep and run at defenders), but Ozil's Comes Deep PPM makes this even worse. Who does he aim for then? Giroud is static and alone. The two wide are also not going to make runs forward unless it is very, very late into the move. He can aim for any of the 3, but it won't make the highlight reels as it'll be mostly passes to feet.
In the pushed up 4-2-3-1, it's even worse. How is Ozil supposed to score or assist anyone? He has Welbeck (usually up against 2 defenders) to pick out in a difficult straight pass, unless Welbeck has the moves into channels PPM? That's it. Again, he'll be around the ball, mostly passing to the feet of Cazorla or AOC, who will have to make something happen (their PPMs saving you here).
In the 442 he has the best chance to shine, but it depends on what you've done with his role. Welbeck isn't creating space for Ozil though and even so, Ozil has the pass instead of shooting PPM.
Again, I suspect your TIs (which I can't see) is making this all worse for Ozil.

1. Work Ball Into Box reduces crosses, so you'll see fewer of them.I use look for overlap so that the full backs can overlap the wide mid fielders and send in crosses. Plus the central mid fielders can possibly make an overlapping g run into the box....

2. Why then choose something as reserved as FB/S roles? WB roles and/or Attack duties can (and do) naturally overlap.
3. Who are they crossing to? The one and only striker in the box?
4. You're removing the slight chance you had of the wide players making runs for Ozil to supply them.
