How to improve Youth Recruitment?

I've asked to improve the youth recruitment, and it's been completed, but it doesn't seem to be any better? Is it a glitch or what?

What so it says it's the same rating on the facilities page? It's improved, it's just that, that description covers multiple ratings of youth recruitment, so it's increased but not enough to show on the page.
