How to make a club with player restrictions? (like Atletic Bilbao)

I want to make Liverpool FC a complete british team, with only players form GB. Like Atletic Bilbao can only buy basque players. Is it possible to do that in the editor?

I don't think so. i'm pretty suer the Basque-only rule is hard coded into the game.
