How to make downloaded leagues work?

Hi

I've downloaded some of the leagues that have been created by people like the J League, Egypt, UAE etc. Where do I have to put them to make them accessable? Also there are two different file types. One is .dbc and the other is .xml. Why is this? Any help with this problem would be greatly appreciated. Thank you.

Put them in Editor Data folder in my documents. .dbc is a compressed version or xml.
