How to sign a youth player w/o interest?

So I'm playing with Vizela in top Portugal division, and I've found a 15 (was 14) year old Brazilian/Portuguese GK who will be a leading Zon Sagres GK in the future (and is almost quality enough to start).

He plays for a mediocre second division team in Brazil (America [RS]). I offer him 375k per year wages and a huge sign on bonus, but he hasn't accepted saying he can still learn at his current club.

I know I have enough stature and money to sign this guy, and I can get him immediately since he's Portuguese. Outside of praising him every month and a half, is there any possible way I can convince him to come?
 
well nope unless ur prepared to give him an even larger contract offer but if ur patient he will eventually come
 
his personality must be "Loyal" or something, at such a young age its not that beneficial for them to "move" countries as they are only kids, the best thing to do is continue offerin him bids and contracts until one day he decides to move...
 
Keep praising him, offering contracts, and try and build up to being one of his favoured people.

In the next season make another move for him.
 
I'm just afraid one of the Portuguese big 3 will nab him. For the record he is "unsporting" but America (why are there like 6 americas in Brazil second division?) is listed as his favorite team...

Do you think having my scouts get match reports on him would help any, realistically going to the games and having your staff at the games would create a buzz which the player would pick up on (but i doubt FM is that detailed yet)
