How to unlock the No work permit reward?

Work permits really bug me and I would normally do something about it on the editor but as that's not out for a while does anyone know what you have to do to unlock No work permits. I know there is a way to unlock it but I have no idea how. Sorry if someone has already created this thread but I couldn't find it anywhere!

It says you need to show a commitment to home grown talent.

If you check more later in the year, there will be someone who will post a custom league with no work permits.
