Players have potentials, but for me it seems that they variate.
I scouted Zezinho one time and my scout told me his PA was 3. But then I started a new save and I scouted him again. This time his PA was 2,5!
Both of the scoutings were with Barca.

Also when I scouted Miguel Medina he was 2,5.
But on this thread I see people who got him scouted to 4,5 and even 5!

Do PAs rise depending on how well they do?

isn't zezinho a -8 pa player? this means his pa differs in each game. so in one game, he might have 170 pa, but in another, it might be 150.

and also the scout reports shows how his potential is in comparison to your players ,
the basic thing u have to understand about scout reports is that every half gold star means the player can imporve most stats by one
so for example if a scout says a play got 1 golden star ca adn 4 golden star PA he can improve most stats by 6 or some more some less depending how you train them
