With 40 mil I would get 2 players
Vagner love for now and marquinhos in the future
 
marquinhos is awesome. they will give you at least 25 goals per season.
 
If you are lucky, you can pick up Vagner Love for around £13-15m in the first transfer window, as he gets unhappy at CSKA. Also look into investing in Marquinhos, he is a brilliant prospect!
 
I got Progrebnyak straight away for Man City for about £11million and he's been a reliable goalscorer for three years - scores in big games too.

Cardozo will cost the same (I bought for £9.7mill) and he scores loads against little teams, cos his hotting from distance is frighteningly awesome.

However, he has NO pace and as such doesn't score against bigger teams.

I've not bought or played any of the other suggestions yet - although I'd also recommend Yuri Zhirkov as probably the best left winger in the game - he sets up LOADS for tager men like Progrebnyak and you can get him for £15mill from CSKA Moscow at the start.
