Create the league in the editor without prize money
Load the editor data into the game.
Sim through the first season and then have a look at team finances.
Set the prize money so teams that place in the top are able to make some profit while the low reachers are still losing money.
This method will give you a sustainable league. That may or may not reflect the actualy prize money available to Cyprus based clubs.

Upload it on the editing forum from the main page here and I'd bet you find a couple people willing to test it for you. Unfortunately I can only access the internet with my phone at the moment so I can't download it to test it for you.
