Improve youth academy

Is there any way to improve my youth academy. I already did improve my youth fac. and training but I didnt find a way to imrpove academy and also recruitment. Some guys sad that you can improve it when your rating is big enough that isnt yet so I guess ill just have to wait but academy...??

It is grey so I cant click that. Any way to be able to do it? So is it true that you can improve your youth recruitment network when you have rep. big enough? Is it the same with academy?
