Improving training facilities takes a very long time

Hello,
I've just convinced the board of Nottingham Forest to improve our training and youth facilities, but it takes a very long time to complete it. It says it started at 3.7.2013, and it will be completed at 17.10.2014. Is this a normal amount of time it takes, or is there something wrong with my savegame?

Usually takes around a year. They have to get planning permission, build new buildings etc.
