Increasing fanbase / new stadium?

I'm currently with Chelsea in November 2014, previously winning the Champions League, the Premier League and signing a number of big name players. I have expanded my stadium to 45,000 seats. However I would like to build a new stadium, but Roman says that the fan base is not big enough. So how do I go about increasing the fan base or getting a new stadium?

Once you start packing the stadium out over a few seasons the Board should start considering it, also getting feeder clubs abroad and signing big name players should help drive it up in those countries (although logically I can't see having lots of foreign fans having any effect on this).
