Invest in another league

Hi

I'm doing the San Marino challenge and I'd like the San marino league (downloaded) to improve. So I want to invest in it.
How can I do that?
The obvious idea I have is to give them money through some transfers. But it's a bit far fetched to think that they will do anything with it.
Affiliation is another idea, but I would need my board to suggest some Sammarinese clubs, which is very unlikely.

Do you have any other idea?

I'm doing the same challenge, just not in San Marino.

I've had enough success myself in europe to increase the UEFA coefficient of the league, giving 1 more EURO cup spot so far. It's a slow prosess as it is over a 5 year period, but probably the most impactful way.

What i've also done:
- Get my youth setup to maximum to increase the number of decent national players that would want to play in the league
- Rent out decent players for free to other clubs in same league, or whatever they offer I just accept.
- I have spent £30m total maybe on just buying bad players from 2nd and 3rd team in the league to boost their chances in europe.
