Is this player good for my Arsenal squad??

I found this player from the Argentine team River, his stats look really good although according to my scout his only 3 stars with a potential of 4 stars. Looking at his stats would it be safe to say my scout has no ieda what his talking about?? Or should I just not bother since my squad is good as it is right now, oh and this is my current squad btw

I just never heard of this player before and havn't seen anyone mention him in threads. Although everytime someone mentions Diego I straight away think of the one in Werder Bremen

He is too injury prone for me. Personally I woudn't buy him as Arsenal but I would buy him as a Euro Cup team.
