Is it true that if i create a new game, with the lowest active league as the premier league, no teams below the championship can ever go to the premier league?

the teams from leagues lower than the P-League are still in the game.. although they are unable to be managed by you and they wont be promoted to the premier league? they dont leave the game completely:L
