Japanese Regens?

Does the game create Japanese regens for Japanese teams, or just regens in other leagues with dual Japanese/etc citizenship? My board frequently recommends Japanese teams to become feeder clubs, and I was wondering if there was any hope to have them create regens in the future?

Japanese feeder clubs give you financial benefit so you should have one reguardless of the youth talent

there are some Japanese Regens in my save - not many and most are rubbish
