Job offer - backroom staff

When you get asked pre-job offer if you want to make backroom changes is this restricted to existing staff?

I'd like to be able to bring in my own AM at this point (from outside the club) but don't think the option is there.

You can have every member of staff at your new club removed if you want to. Also, you get the option of taking some members of staff at your former club with you, but only if this particular member wants to join your new club as well. Furthermore, you have to stay within the budget your new club has for compensating your former one. You can negotiate this when they ask you if you need no budget, a little, pretty much or a lot.
