all team should have minimum 17 players or max? what if i use 4 player homegrown from my youth team?

You don't have a youth team?!
Well, 17 players ain't much of a squad, but there is no minimum or maximum.

I'm thinking about letting people choose 1-2 players at the end to make HG and also thinking about giving -1 players to fill up squad-list.

Picked up some quality players there, Denswil and Defour! Defour classing as HG as well so I'm happy
 
Any chance at least my budget could be updated now as I go on holiday tomorrow mid-day and I'll be away for the deadline so it would help
