Are these tactics better than phoenix or Zazi Blue?

Are these tactics better than phoenix or Zazi Blue?

For me was more stable with subtop and underdog teams. IDK about top teams since I don't manage top teams (eg. Real Madrid or Barcelona etc)

Which did you think is better between the two? I think I'm going to start a new game with Bilbao so I'm looking for something that works.
