Here are the starting transfer budget for the South Korean K-League clubs on the official version on Football Manager 13. The first number is the lowest amount of transfer money, and the other number is the highest.

Busan: £850k - £1,1m

Chunnam: £600k - £850k

Daegu: £550k - £725k

Daejeon: £350k - £475k

Gangwon: £500k - £650k

Gwangju: £250k - £350k

Gyeongnam: £450k - £600k

Incheon: £600k - £750k

Jeju: £1m - £1,3m

Jeonbuk: £1m - £1,3m

Pohang: £1m - £1,2m

Sangju: (can't manage the club)

Seongnam: £700k - £775k

Seoul: £1,4m - £1,8m

Suwon: £1,1m - £1,3m

Ulsan: £1,2m - £1,6m

Not sure myself..Believe you can manage it if you delete the fake_inc, but i'm not sure.
