When is the final deadline for our managers and budgets?

I have just found the perfect manager for my team but he has 110 world rep which is one point above my club's reputation. How flexible is this?

One target of mine has 0 world rep for some reason, and I have 80 world rep (4000 rep with Colchester).

In editor go to people, then next to the bit where you type their name there is a button to create a custom search, at the bottom is a non-player section and a world reputation filter, you can filter to find reputations within a certain range, eg 0-100 or 140-200 etc etc.
