LAM for under 10 million pounds

I need a pacey, technically gifted LAM who can play either inside forward (finishing being high) or winger (passing and crossing being high), but I can't really afford more than 10 million pounds on him. I thought about Griezmann but he's going to cost too much. Any advice?

On another note, is Balanta a good signing for CB? I've sold Kaboul and want to replace him with someone cheaper, better and more reliable.
