Language courses automatically cancelled

So I promise my new signings an intensive language course before contract talks, but both Kuki and Bacca's courses gets cancelled after 1 day and there's no way to send them on the course again.

What's wrong and how can I deal with this? Is it a known bug?

first time to hear this, what does it say when it gets cancelled?

it doesnt say anything, there's no message coming in my inbox giving me notice.
First day at the club it says under hapiness/ short term plans: Has promised to do his best at language course.
then day 2 when I go check promises, there's a full yellow line and it says cancelled.
No option to send them on language course again.

Also, since I promised them before contract talks they would be given a language course I never do anything to send them on said course. it happens automatically, and then gets cancelled automatically.

The only thing I can think may be the reason/bugged reason is that I ask the captain to welcome them to the club. But that's just guesswork from me, I really have no idea!
other than that I do nothing, just check the coach reports and set up individual training.
