Get foriegn staff and scouts to boost your knowledge of other countrie and scroll threw lower leagues of germany, france, spain, denmark and norway looking for bargains and free's

Also try looking threw low ranked national teams to see if any decent players are out of contract.

If you still cant find any players **** it have a power wank
