if a team goes down from either the blue square north/south do they go out of the league or just stay in the same league because there isn't any leagues below these league

They go out of the league, into the one below.. If you don't have any lower leagues selected then you get automatically sacked.

you can download the extra leagues on this site just search for them them in custom databases
