Decided to open Singapore as well... Used to live there and knew there's quite a few Brits in the S-League.
It kicked in Jan 2012 and there's plenty of Europeans on really low wages.
Not sure if Singaporeans would get work-permits - Anyone had any experience?
It also seems to have added plenty of other people from SE Asia as well (Found an English guy in Indonesia and a Welsh guy in Thailand that would be ideal if I can get them - Tom Kilbey & Michael Byrne if anyone's interested!)
You want to load up the South American leagues as you will find bargains with plenty of flair and pace in those leagues and some will have an EU passport. Load up Russia when you reach the championship as you will find it easier to sell players even if no Russian clubs make bids. The Singapore idea sounds good as there are cheap, skillful players with no work permit problems.
