Am I think you hit 0 to many times.Rangers have a 54m transfer budget despite there balance being 11m(Using Genie scout to check out budgets)They have the second highest budget behind City.

Fulham should really have a budget of around 10m apparently they usually do.

Sunderland and Blackburn should prob have a bit more to spend I dont know what the choices in the budgets are but Sunderland should have the combined fees of the sales of Henderson and Bent in the kitty and Blackburn should have Phil Jones transfer fee also.Im not as sure about Blackburn but apparently Bruce will have a fair amount to spend.
