I've had this issue about several times now. When a manager gets sacked, I've been favourite to be offered the job with a few different teams, such as Chelsea, West Brom and Newcastle.

When this does happen, the options are declare interest, refuse to comment and decline interest. I always refuse to comment as my board like this and it feels like an option in which you still might be offered the job.

Is this the case or do you have to declare interest in the job to be offered it?

Even if you declare interest, it is not guaranteed you will be offered the job. Or they might offer you the job even if you deny interest.

However, yor chances seem to be slightly higher if you show interest, and lower if you deny it.
