Little editing dilemna

Right, I may be missing something obvious, or this may not be possible but here goes.

I'm trying to create the Scottish University Championships, two leagues in Scottish football with promotion and relegation between each other. Thats just background info as I've had no issues at all with the creation of the league, teams, rules etc.

However, I am terribly **** about these kinds of things and i'm basically wondering if theres a way of stopping teams from signing any new players. For example, I'd want the university teams to bring all their players in through their academies etc. Is there any way to do this without affecting the rest of Scottish football?

you can use a transfer embargo, but that you have to do that by FMRTE I think

or

you could just set a transfer embargo on all the clubs when you created them

cheers man that sounds like a good idea, i can sort it out on FMRTE easy but out of interest how do you place an embargo using the data editor?
