Liverpool- CM needed

Have just started the second season in my liverpool save. I need a backup CM (preferably a playmaker type) to rotate among my other CMs. As my board philosophy includes signing young players (which i havent till now) i would preferably look at someone young. Got around 12-13 mil pounds to spend. Was looking at Will Hughes (him being English is an added advantage) with the intention of developing him but Derby County are asking a little too much for my liking. How much would you spend for him in the second season?

You have Jordan Rossiter use him he can become a world class CM, Look at Pedro Obiang,Louis Reed, Ryan Ledson, Ryan Mason.
