LLM scouting problem

hi there. sorry if this isn't the right place.
i've started a new game in npower ligue 1 with chesterfield. gotta say this is my first LLgame. after reading some stuff online i've encounter a problem, or an issue that i don't know how to fix it.
my board doesn't let me go scout worldwide, but i got 3 scout with good scouting rage.
but i can't scout some players from various countries. not brazil or argentina, but players from france and holland, mostly free, even thought my scouting rage is full for that countries.
any ideeas?!

Ask your board to expand your scouting network. Most times they accept and will allow the scouting of some of the major European countries, sometimes not. If you win promotion though they almost certainly will.
