loan problem

my youngsters accepted to go on loan hoping to gain experience but when i accept a loan offer for them they instantly refuse so i am so confused any advices

Some Youngsters won't want to play in a team too far down the footballing pyramid- What team are you, and what team are you trying to send your players off too? Location might have a small effect too, but I'm not too sure about that.
