You really don't need a transfer budget in the lower leagues until you get to league 2. Some of the best saves I have were starting out with $0 in the Blue Bet divisions... Sell or release a few of the highest paid players and stock up on youth. If you do well than the board may increase your payroll budget about midway through the season and that's a good time to fill any of the inevitable holes you have in your roster due to injuries or individual suckiness. I usually look for a veteran striker/winger/set piece-master on a short term deal if pushing for promotion or a center back if I'm just looking to idle along.
